The evening offered a candid look at how different municipalities are approaching similar challenges —from changing demographics, the pressures related to these changes and the need for flexible policies to ensure resilience for the futures for our cities. We are excited to share that the Final Report recommending approval for the proposed redevelopment of 45 Grenoble Drive was adopted at April’s Toronto City Council meeting. This project proposes to transform the existing vacant space at the southeast corner of the site into a new purpose-built rental apartment building that will support the activation and animation of Grenoble Drive and bring new amenities for existing and future residents to enjoy.

On March 25, 2026, City Council adopted recommendations from Community Planning staff to approve Official Plan Amendment and Zoning By-law Amendment applications for the site, along with alterations to a designated heritage property, to permit a 65-storey (243.5 metres, including mechanical penthouse) mixed-use building containing 648 residential units and 68 square metres of retail space along Yonge Street. The tower partially cantilevers over an existing 8-storey designated heritage building containing a hotel at 56 Yonge Street (Hotel Victoria), which will be retained.

Ashley Paton

Ashley is a Senior Associate with Bousfields, having worked in both the public and private sectors in Ontario and Alberta. She has experience preparing Due Diligence Reports, Highest and Best Use Reports, Planning Rationale Reports, Urban Design Reports, and co-ordinating the submission and approval of various planning applications throughout southern Ontario, including Official Plan Amendments, Zoning By-law Amendments, Minor Variances, Consents and Site Plan Approvals.

She also has extensive experience assisting with Ontario Land Tribunal (formerly the Local Planning Appeal Tribunal) and Toronto Local Appeal Body appeals by conducting research, analyzing applicable planning policy, and preparing arguments for Expert Witness Statements.

Ashley is a full member of the Ontario Professional Planners Institute (OPPI) and is a Registered Professional Planner (RPP). She also serves on a number of development- and community-related committees, including ULI Toronto’s Connect Committee, the Ryerson Planning Alumni Association Executive Committee and the City of Hamilton LGBTQ+ Advisory Committee.

Ryan Doherty

At Bousfields, Ryan is actively involved in a range of land use planning matters and development projects in the City of Toronto and the Greater Golden Horseshoe. His responsibilities include the management of various development applications, including Official Plan and Zoning By-law Amendments, Site Plan Approvals, Plans of Subdivision and Committee of Adjustment applications, in addition to providing research and analysis towards the preparation of planning rationale reports and associated studies for such applications. Ryan has given expert evidence at the Ontario Land Tribunal and the Toronto Local Appeal Body and has prepared evidence for hearings.

Prior to joining Bousfields, Ryan worked in the private sector as a Research Analyst for a Toronto-based retail market consulting firm, where he worked on several retail market demand studies and commercial land needs assessments for various development projects and municipalities across Canada.

Ryan is a Full Member of the Ontario Professional Planners Institute (OPPI) and the Canadian Institute of Planners (CIP). Ryan is a Registered Professional Planner.

Richard Valenzona

Combining his experience in urban design, planning and landscape architecture, Richard offers a creative and practical approach to design and development. His multidisciplinary background allows him to work across varying contexts, scales and levels of detail. Known for his master planning expertise, Richard has contributed and designed numerous comprehensive community plans for prospective development sites – from greenfield lands, to infill sites within urban and built-up environments – throughout the Greater Toronto and Hamilton Area (GTHA).

Richard is involved in a wide range of planning and urban design projects across the GTHA including highest and best use analyses, schematic site plan designs, preparation of urban design related materials for development applications and master plans. He has also worked on numerous community planning, urban design and landscape architectural projects within Canada, the U.S., Middle East and Asia.

Richard earned a Master of Landscape Architecture from the University of Guelph, where he was awarded the American Society of Landscape Architects (ASLA) Honour Award. He also holds a Bachelor of Environmental Studies in urban planning, with a specialization in urban design, from the University of Waterloo. Richard is currently an Associate Member (Landscape Architectural Intern) of the Ontario Association of Landscape Architects (OALA), working towards full membership. He is also in the process of working towards full membership in the Ontario Professional Planners Institute (OPPI) and Canadian institute of Planners (CIP).

Simone Hodgson

Simone is a Senior Associate at Bousfields and a key member of Bousfields’ Community Engagement Practice. Simone develops, manages, and implements community and stakeholder engagement strategies for private and public sector clients with projects across the Greater Toronto and Hamilton Area.

Simone is experienced in spearheading and facilitating engagement and communication approaches at a range of scales and using a variety of methods. She is an expert in virtual engagement, including how to use project websites, social media, and other creative means to reach broader and more diverse audiences. Drawing from her experience, Simone aims to generate dynamic approaches to engagement that spark meaningful and constructive dialogue, as well as inspire those who may not traditionally participate to do so.

Simone holds a Master in Urban Planning (MUP) degree from Harvard Graduate School of Design. She has presented at a number of conferences, including the International Association of Public Participation (IAP2) North American Conference, Public x Design Conference, and the Ontario Professional Planners Institute (OPPI) Annual Conference. She also holds a Certificate from IAP2 in Foundations in Public Participation.
