Caroline offers a unique perspective to community building, including residential, commercial and mixed use developments. A licensed Architect with a Master’s Degree in Urban Design and a Bachelor’s Degree in Architecture, her experience in development review at the City of Toronto, combined with her management role for Waterfront Toronto on the Quayside plan, means that Caroline has a unique perspective on development in downtown Toronto and its waterfront. Caroline has provided her expertise to a wide range of development projects, master plans, precinct plans, secondary plans and urban design studies and guidelines for a variety of scales and locations. Caroline has provided evidence as an expert witness at OLT and is a member of the Mississauga Urban Design Advisory Panel.
Jocelyn Deeks is a Partner at Bousfields and leads the Community Engagement practice. Jocelyn is a Registered Professional Planner and brings several years of experience working at the intersection of planning, development, and community engagement in the public and private sectors. She has developed and executed stakeholder engagement strategies for some of the GTA’s most complex and challenging development projects. Jocelyn also has experience developing strategic plans for Ontario municipalities.
Jocelyn has a Master in Planning (M.Pl) degree from Queen’s University. She is a member of the Ontario Professional Planning Institute and the Canadian Institute of Planners. She is a regular presenter at conferences including those hosted by the International Association of Public Participation and the Ontario Professional Planners Institute, speaks on panels, and enjoys sharing ideas with peers on podcasts.
Emma is a Partner at Bousfields, having joined the firm in 2015 with eighteen years of experience in urban and environmental planning for the public and private sector clients. Emma has led a broad range of community-building projects in downtown, suburban and rural locations. As a Registered Professional Planner, her portfolio of work includes projects at all scales from regional plans to site-specific development approvals across Canada and in the Middle East. Emma has acted as an expert witness at the Ontario Land Tribunal. In addition to residential and mixed-use developments, Emma has a particular focus on approvals for colleges, universities and health care projects as well as large-scale affordable housing projects. Emma focuses on collaborative problem solving in her work. She is an active leader in the Urban Land Institute having held and continuing to hold positions locally, in the Americas and globally.
Tyler is a Registered Professional Planner and a Member of the Canadian Institute of Planners, having joined Bousfields Inc. in 2014 and becoming a Partner in 2018. Since joining the firm, Tyler has successfully led the planning approvals for a wide variety of projects including high-rise residential/mixed-use developments, low-rise residential infill projects, and large-scale master planned communities. Tyler also provides expert evidence at the OLT and TLAB.
In addition to Tyler’s experience at Bousfields Inc., Tyler has assisted in teaching an urban planning studio course at Ryerson University for the past 4 years and brings with him international development experience through his work with Habitat for Humanity in Phnom Penh, Cambodia, providing site planning and project management services for the development of low-income housing.
A partner since 2003, Antonio (Tony) joined Bousfields in 1991 soon after completing a graduate degree in Urban Planning at the University of Toronto. He is full member of the Canadian Institute of Planners. He has provided professional planning services in support of numerous large-scale redevelopment proposals in the Greater Toronto Area. His considerable experience has resulted in his participation as lead consultant and team captain on several high-profile development proposals. His range of experience includes high density residential and commercial proposals for many major clients.
Tom is an urban design partner with a wealth of experience on a wide range of projects throughout the Greater Toronto Area. During his career, he has been focused on urban intensification that promotes excellence in design. Tom’s creative approach and analytical skills have led to a number of successful, award winning projects and establish a proven track record for delivering built developments. He has also lead multi disciplinary teams on complex files including community and neighbourhood plans. Tom regularly appears as an expert witness at the Ontario Land Tribunal.
Tom is a full member of the Canadian Institute of Planners and is a Registered Professional Planner in the Province of Ontario. He is also an Associate member of the Ontario Association of Architects and a LEED Accredited professional. His past experience includes architectural design locally and abroad.
Stephanie is a Partner with the firm and a registered professional planner who seeks to build strong relationships between project teams, municipal governments and communities. She has a thorough understanding of the municipal planning approvals process and has extensive experience working on large-scale projects from inception to completion. Known for her practical approach to planning and development, Stephanie is a passionate land use planner who is able to resolve land use issues and guide her clients and project teams through complex matters to reach a common goal. Stephanie is involved in a wide range of planning projects in Toronto and across the Greater Toronto Area and has appeared as an expert witness before the Ontario Land Tribunal.
Peter is one of the leading urban planning practitioners in the City of Toronto and the Greater Toronto Area and beyond, having graduated from the University of Waterloo in 1979 with a Bachelor of Environmental Studies (Urban and Regional Planning).
Over the ensuing four decades (and counting), Peter has developed a particular expertise in leading the planning approvals for some of the most complicated and highest profile developments in the Province and, in particular, in the Downtown Toronto area. As well, he has undertaken planning policy studies for the Province and municipalities throughout Ontario and has spoken at numerous conferences and events regarding the need for properly balanced and integrated policy initiatives.
He has been recognized as an experienced professional witness before the Ontario Land Tribunal and the Courts on numerous occasions and has developed a strong reputation for analytical thinking, professionalism and integrity. Peter is a full member of the Canadian Institute of Planners and is a Registered Professional Planner.
Mike provides planning services in support of private and public sector projects across the Greater Toronto and Hamilton Area, in Eastern Ontario and in Northern Canada. He is currently involved in a wide range of projects throughout the GTA and beyond, helping manage complex development applications, preparing Planning and Urban Design Rationale reports and other associated studies, and preparing evidence for Ontario Land Tribunal (OLT) and Toronto Local Appeal Body (TLAB) hearings.
Mike also has experience with expropriation, arbitration and land acquisition and sale matters, and regularly prepares highest and best use studies to help Bousfields’ clients understand the value of land.
Mike holds an Honours Bachelor of Arts from the University of Toronto and a Master of Planning from Queen’s University, and is a Full Member of the Ontario Professional Planners Institute (OPPI) and the Canadian Institute of Planners (CIP). Mike is also a passionate volunteer, having previously served on CIP’s Honours & Awards Committee and having mentored up and coming planners through the OPPI, the University of Toronto’s Innis Alumni Mentorship Program, and the Mentorship Initiative for Indigenous and Planners of Colour.
Mike is a partner with the firm with experience in a broad range of planning matters including the preparation and management comprehensive development applications for public and private clients throughout Ontario. Mike has significant experience and a strong reputation as an expert witness before the Ontario Land Tribunal (OLT), the Toronto Land Appeal Board (TLAB).
Mike has a wide range of experience throughout the Toronto and the GTA representing clients through presentations to various Committees and Councils. Mike’s work includes a range of development forms, including mixed-use, residential, commercial and institutional, in both high-density intensification in urban areas and lower-density greenfield areas. Mike is known to be a collaborative planner who is respected in the industry, with strong relationships with municipal staff throughout the City of Toronto and GTA .
Mike graduated from Toronto Metropolitan University with a Bachelor of Appied Arts in Urban and Regional Planning in 1998, interning with Sherman Brown Dryer and Carol LLP. Since graduating, Mike started his career in the public sector as a planner for the County of Delaware in Ohio, before getting his Masters degree in Geoinformatics from ITC in the Netherlands. Following his Masters degree, Mike worked as a land use planner for the Toronto-based law firms of Cassels Brock and Blackwell LLP and Wood Bull LLP, becoming a consulting land use planner with Bousfields in 2010. is a full member of the Canadian Institute of Planners (MCIP), a Registered Professional Planner in Ontario (RPP), and a member of the Lambda Alpha International Land Economics Society.
Louis draws upon his experiences in the public, not-for-profit and private sectors, to advise his clients and engage with various stakeholders with a thoughtful and balanced approach. He has a diverse mix of Canadian and international planning experience, having worked on urban regeneration initiatives for the City of Manchester (UK), CIDA funded municipal strategic planning projects in Central and Eastern Europe, and various planning assignments in the Greater Toronto Area.
Prior to joining Bousfields in 2011, Louis was a Planner with the City of Toronto where he managed a full range of complex development applications. A Registered Professional Planner and a member of the Canadian Institute of Planners, Louis is a trusted expert witness at the Ontario Land Tribunal.
In his role as Managing Partner, Louis provides strategic support to the Bousfields Partnership and is responsible for managing the day-to-day business activities of the company. He works collaboratively with other leaders at Bousfields to ensure that the company, our team and our clients are set up for success!
Kate is a Partner with the firm and a registered professional planner with extensive experience in the practice of land use planning. She works collaboratively within multi-disciplinary teams, building strong relationships with clients, consultants and public sector staff to resolve issues and navigate complex projects. Kate has been involved in a broad range of community and city-building projects in the City of Toronto and Greater Toronto Area and is able to resolve land use issues and steer her clients and project teams toward a common goal. Kate has appeared as an expert planning witness at the Ontario Land Tribunal.
