The Challenge
The Owner required Official Plan and Zoning By-law Amendments to permit increased height and density on a site that is strategically located near the Cooksville GO Station and the Hazel McCallion LRT corridor. As part of the planning and design approach, it was important to demonstrate compatibility with the evolving Downtown Cooksville context, provide appropriate built-form transition and respond to the City’s urban design objectives. In addition, the application required comprehensive technical analysis related to servicing, stormwater management, transportation, noise and wind conditions, while advancing a significant intensification project in one of Mississauga’s fastest-growing transit-oriented communities.
Our Solution
Bousfields provided planning justification and expertise throughout the planning application process, including as land use planning experts at the Ontario Land Tribunal. Through extensive collaboration with the rest of the consultant team, we demonstrated that the proposal represented an appropriate form of intensification within a Major Transit Station Area and Intensification Corridor, located near Cooksville GO Station and the future Hazel McCallion LRT.
Following the Ontario Land Tribunal approval, Bousfields has helped lead the project through the Site Plan Approval stage.
The Outcome
Through participation in Tribunal-led mediation, Bousfields helped facilitate a settlement between the Owner and the City, leading to an approval by the Ontario Land Tribunal. Bousfields also prepared the necessary policy and zoning instruments to enable the development and the site now has permissions to allow for a 29-storey residential building.
The project provides for significant new residential intensification in Downtown Mississauga within immediate proximity to transit, thereby achieving a wide array of provincial and municipal policy objectives.
