The Challenge

Balancing intensification objectives with the interests of current tenants, whose parking spaces were located within the parking structure identified for redevelopment. Ensuring tenant understanding of the development proposal and temporary parking arrangements during construction required ongoing communication and engagement.

Our Solution

Bousfields worked closely with the project team and City Staff throughout the planning process to secure the necessary Zoning By-law Amendment to allow for the redevelopment of the site. A comprehensive tenant engagement strategy was also prepared and executed: the project team met with existing tenants on numerous occasions to explain the proposed redevelopment and discuss the implementation of an off-site parking plan during the construction period.

The Outcome

The Zoning By-law Amendment application was approved by the Ontario Land Tribunal (with holding provisions) in 2023. The approval facilitates the intensification of the site through the addition of two new high-rise residential buildings while establishing an approach to manage tenant parking during construction.

Known for her practical approach to planning and development, Stephanie is a passionate land use planner who is able to resolve land use issues and guide her clients and project teams through complex matters to reach a common goal.  Stephanie is involved in a wide range of planning projects in Toronto and across the Greater Toronto Area and has appeared as an expert witness before the Ontario Land Tribunal.

Jocelyn Deeks is a Partner at Bousfields and leads the Community Engagement practice. Jocelyn is a Registered Professional Planner and brings several years of experience working at the intersection of planning, development, and community engagement in the public and private sectors. She has developed and executed stakeholder engagement strategies for some of the GTA’s most complex and challenging development projects. Jocelyn also has experience developing strategic plans for Ontario municipalities.

Jocelyn has a Master in Planning (M.Pl) degree from Queen’s University.  She is a member of the Ontario Professional Planning Institute and the Canadian Institute of Planners. She is a regular presenter at conferences including those hosted by the International Association of Public Participation and the Ontario Professional Planners Institute, speaks on panels, and enjoys sharing ideas with peers on podcasts.

At Bousfields, Ryan is actively involved in a range of land use planning matters and development projects in the City of Toronto and the Greater Golden Horseshoe. His responsibilities include the management of various development applications, including Official Plan and Zoning By-law Amendments, Site Plan Approvals, Plans of Subdivision and Committee of Adjustment applications, in addition to providing research and analysis towards the preparation of planning rationale reports and associated studies for such applications. Ryan has given expert evidence at the Ontario Land Tribunal and the Toronto Local Appeal Body and has prepared evidence for hearings.

Prior to joining Bousfields, Ryan worked in the private sector as a Research Analyst for a Toronto-based retail market consulting firm, where he worked on several retail market demand studies and commercial land needs assessments for various development projects and municipalities across Canada.

Ryan is a Full Member of the Ontario Professional Planners Institute (OPPI) and the Canadian Institute of Planners (CIP). Ryan is a Registered Professional Planner.

Alex joined Bousfields in November 2020 as a Project Manager in the Community Engagement Practice. Originally from Vancouver BC, he moved to Toronto in 2018 to shift his career path and learn in a bigger urban playground. Prior to joining Bousfields, Alex worked at Swerhun Inc. as an Engagement Specialist while completing his Master of Planning at Ryerson University.

Since joining Bousfields, he has been involved with creating and managing stakeholder engagement plans and public consultation strategy reports for development applications across the GTA. Experienced in communications and facilitation, Alex diligently works to ensure that the engagement process is specific and meaningful to the needs of every community. Passionate about how communication and planning intersect in everyday life, Alex aims to find innovative and creative ways to ensure that dialogue around urban issues is made more accessible.
