Kate Cooper

Kate is a Partner with the firm and a registered professional planner with extensive experience in the practice of land use planning.  She works collaboratively within multi-disciplinary teams, building strong relationships with clients, consultants and public sector staff to resolve issues and navigate complex projects.  Kate has been involved in a broad range of community and city-building projects in the City of Toronto and Greater Toronto Area and is able to resolve land use issues and steer her clients and project teams toward a common goal. Kate has appeared as an expert planning witness at the Ontario Land Tribunal.

Katie Hickey

Katie is involved in a wide range of planning projects across Toronto and the Greater Toronto Area. She is actively involved in the management of various types of development applications and is responsible for the preparation of planning rationale reports and other supporting materials related to development applications. She works collaboratively with municipal staff and multi-disciplinary consultant teams to deliver positive solutions to complex land use issues. In her role, she also has deputed before the Committee of Adjustment, has presented at community meetings, and has prepared and provided evidence at the Ontario Land Tribunal.

Katie became an Associate with the firm in 2021 an holds a Master of Urban Planning degree from Toronto Metropolitan University, having previously earned an Honours Bachelor of Landscape Architecture degree from the University of Guelph. In the third year of her Bachelor’s degree program, Katie participated in an international exchange to Copenhagen, Denmark, where she continued to study Landscape Architecture at the Faculty of Science, University of Copenhagen. 

Katie is a full member of the Canadian Institute of Planners and is a Registered Professional Planner in the Province of Ontario, and a Candidate Member of the Ontario Association of Landscape Architects (OALA), working towards full membership.

Mike Bissett

Mike is a partner with the firm with experience in a broad range of planning matters including the preparation and management comprehensive development applications for public and private clients throughout Ontario.  Mike has significant experience and a strong reputation as an expert witness before the Ontario Land Tribunal (OLT), the Toronto Land Appeal Board (TLAB).  

Mike has a wide range of experience throughout the Toronto and the GTA representing clients through presentations to various Committees and Councils.  Mike’s work includes a range of development forms, including mixed-use, residential, commercial and institutional, in both high-density intensification in urban areas and lower-density greenfield areas.   Mike is known to be a collaborative planner who is respected in the industry, with strong relationships with municipal staff throughout the City of Toronto and GTA . 

Mike graduated from Toronto Metropolitan University with a Bachelor of Appied Arts in Urban and Regional Planning in 1998, interning with Sherman Brown Dryer and Carol LLP.  Since graduating, Mike started his career in the public sector as a planner for the County of Delaware in Ohio, before getting his Masters degree in Geoinformatics from ITC in the Netherlands.  Following his Masters degree, Mike  worked as a land use planner for the Toronto-based law firms of Cassels Brock and Blackwell LLP and Wood Bull LLP,  becoming a consulting land use planner with Bousfields in 2010. is a full member of the Canadian Institute of Planners (MCIP), a Registered Professional Planner in Ontario (RPP), and a member of the Lambda Alpha International Land Economics Society.

Mike Dror

Mike provides planning services in support of private and public sector projects across the Greater Toronto and Hamilton Area, in Eastern Ontario and in Northern Canada. He is currently involved in a wide range of projects throughout the GTA and beyond, helping manage complex development applications, preparing Planning and Urban Design Rationale reports and other associated studies, and preparing evidence for Ontario Land Tribunal (OLT) and Toronto Local Appeal Body (TLAB) hearings. 

Mike also has experience with expropriation, arbitration and land acquisition and sale matters, and regularly prepares highest and best use studies to help Bousfields’ clients understand the value of land.

Mike holds an Honours Bachelor of Arts from the University of Toronto and a Master of Planning from Queen’s University, and is a Full Member of the Ontario Professional Planners Institute (OPPI) and the Canadian Institute of Planners (CIP). Mike is also a passionate volunteer, having previously served on CIP’s Honours & Awards Committee and having mentored up and coming planners through the OPPI, the University of Toronto’s Innis Alumni Mentorship Program, and the Mentorship Initiative for Indigenous and Planners of Colour.

Simran Bhatti

Simran joined Bousfields in September 2018 as a Co-op Student while completing his Bachelor of Environmental Studies degree in Planning at the University of Waterloo, specializing in Land Development. He joined Bousfields as a full-time Urban Planner in June 2020 after graduating with honours. Prior to joining Bousfields, he helped solicitors advance complex proposals through the development approvals and appeals process while working for the planning and municipal group of a corporate law firm. He also authored staff reports, facilitated public meetings and presented at Committee of Adjustment hearings while working for the planning department of a growing municipality. Simran’s experience working on proposals from both a municipal and private landowner standpoint make him well suited to navigating the approvals process.

Simran is now involved in a wide range of projects throughout Toronto and the Greater Toronto Area. His responsibilities at Bousfields include the preparation of planning rationale reports as well as associated reports and studies for Official Plan Amendment, Zoning By-law Amendment and Minor Variance applications. He also assists with the preparation of draft zoning by-laws, site-specific due diligence packages, and highest and best use reports. Simran is also responsible for co-ordinating submissions and assisting with the preparation of planning evidence for senior staff appearing before the Ontario Land Tribunal and the Toronto Local Appeal Body.

Caroline Kim

Caroline offers a unique perspective to community building, including residential, commercial and mixed use developments.  A licensed Architect with a Master’s Degree in Urban Design and a Bachelor’s Degree in Architecture, her experience in development review at the City of Toronto, combined with her management role for Waterfront Toronto on the Quayside plan, means that Caroline has a unique perspective on development in downtown Toronto and its waterfront. Caroline has provided her expertise to a wide range of development projects, master plans, precinct plans, secondary plans and urban design studies and guidelines for a variety of scales and locations.  Caroline has provided evidence as an expert witness at OLT and is a member of the Mississauga Urban Design Advisory Panel.

Cameron joined Bousfields in October 2011, after completing his Undergraduate Degree in Urban and Regional Planning (BURP) from Ryerson University. Prior to joining the firm, Cameron worked part-time for one year at another planning consulting firm, where he was mainly responsible for subdivision design and the preparation of conceptual site layouts.

His responsibilities at Bousfields involve a combination of both planning and design roles. With regards to planning, his involvement includes zoning and policy research, due diligence, and writing contributions to planning rationales. His design responsibilities include the preparation of subdivision plans, conceptual site layouts, official plan amendment maps, zoning by-law amendment schedules, and various forms of graphics for a wide range of planning documents.

David is a well-rounded planner with experience in development planning, policy planning, urban design, and community design. Prior to joining Bousfields Inc. in January 2015, David was a Planner with the City of Hamilton for ten years, where he developed his expertise in planning and community design associated with development approvals, policy initiatives and planning studies. David has been involved in the design and approval of various projects including secondary plans, master plans, large-scale shopping centre redevelopments, draft plan of subdivisions, residential and mixed-use developments, and residential infill.

David is a Registered Professional Planner in Ontario and a full member of the Canadian Institute of Planners and has been qualified as an expert planning witness at the Ontario Land Tribunal.

Daniel Rende

Daniel joined Bousfields in 2018. He is a Registered Professional Planner and Full Member of the Canadian Institute of Planners.Daniel is involved in several planning projects in the Greater Toronto Area and assists in the preparation of development applications, due diligence reports, and site-specific policy research.

Prior to joining Bousfields, Daniel worked in the public sector as a Development Planner and Heritage Planner where he managed development applications and authored reports for Council, Committee of Adjustment, and the Municipal Heritage Committee.Daniel’s education includes a Master of Planning from Ryerson University and a Bachelor of Arts in Urban Studies from York University.

Ryan Doherty

Ryan is a recent graduate from the University of Toronto, having graduated this past spring with a Master of Science in Planning. During this time, his research specialized in land use and development related issues, with particular focus on the challenges of developing suburban downtowns in the Greater Golden Horseshoe.

Prior to joining Bousfields, Ryan worked for over four years at a boutique retail market consulting firm based in Toronto. In this role, Ryan worked on several retail market studies and commercial needs assessments for projects of varying sizes across Canada. He was most recently involved in the City of Vaughan’s current Official Plan Review, through work on a background paper pertaining to the City’s commercial land use structure.

Ryan has a strong passion for progressive city building and the re-utilization of existing sites. He is currently a student member of both OPPI and CIP, with the goal of working towards full membership.

Sarah Furlong

Sarah joined Bousfields in November 2021 as a Community Designer, responsible for the preparation of conceptual site layouts and plans of subdivision, in addition to official plan amendment and zoning by-law amendment schedules.

She obtained her Bachelor of Arts in Geography in 2019 from Trent University, where she focused on affordable housing and sustainable transportation strategies in the Greater Toronto and Hamilton Area. In 2021, she obtained her Regional and Urban Planning & GIS Technician diploma from Mohawk College and began working at a private consulting firm as a Planning Technician. Her experience working as a Planning Technician expanded her passions to include shaping the urban landscape through sustainable and mixed-use design, prompting her to join the Bousfields family.

Sarah is an Associate Member of the Canadian Association of Certified Planning Technicians (CACPT).

Gabriela Gonzalez-Milroy

Gabriela is a Senior Graphic Designer, with a focus on Brand and Identity design. Her design education began at the British Columbia Institute of Technology (BCIT) as a 2013 graduate with an Associate Certificate of Design (Distinction). Inspired to learn more, Gabriela continued her education, with earning a diploma from the Visual College of Art & Design (VCAD) in 2015, where she presented her work in the VCAD Portfolio Show held at the Harbour Centre in Vancouver, BC.

Gabriela looks at each project from every angle, to create fresh ideas and appropriate designs. Her work at Bousfields includes, but is not limited to; production design, preparation of graphics for the Planning and Community Engagement departments, website design, designing marketing materials specifically for social media marketing, and company branding.
