Runnymede Long-Term Care Home

Facilitating the delivery of a new 200-bed Long-Term Care home.

The ask: Introduce a Long-Term Care (LTC) facility on the site to address a need for LTC beds in the community and accommodate housing and care for people in later stages of life, while also retaining the existing Runnymede Healthcare Centre on the property.

The Challenge

The project included the accommodation of a new LTC facility on an existing healthcare campus. The site was already occupied by a 206-bed rehabilitation and complex continuing care hospital, which remained operational through the application and construction process. As part of the development of the new LTC facility to the site, existing surface parking was moved underground to optimize opportunities to expand healthcare operations. The new building needed to comply with Ontario’s long-term care design standards and regulatory requirements, while advancing sound planning and urban design principles that support a cohesive, functional, and high-quality healthcare environment.

Our Solution

Bousfields worked closely with the client, project team, and City staff to advance the project through the planning process in a timely manner, recognizing the critical need for additional long-term care beds both within the local community and across the City of Toronto. Through proactive collaboration, close coordination among project partners, and efficient project management, the team successfully navigated the planning policy context and feedback from neighbouring residents, while balancing the requirements of Runnymede Healthcare Centre, the Ministry of Long-Term Care, and the City of Toronto. This collaborative approach helped facilitate the delivery of a provincially compliant long-term care facility that supports the growing healthcare needs of the community.

The Outcome

The project achieved a significant milestone in July 2020 when Toronto City Council approved the Zoning By-law Amendment application less than one year after submission. This efficient approval process helped keep the project on schedule. Following construction, the new 200-bed long-term care home opened in 2025, welcoming its first residents and providing modern, high-quality accommodation to support the healthcare needs of a growing aging population.

Caitlin has an extensive range of experience with development proposals throughout Toronto and the GTHA. She has a diverse background in land use planning matters in progressively responsible roles. Caitlin works with a range of clients to lead and manage complex multi-disciplinary projects and resolve land use issues. She has given expert evidence at the Ontario Land Tribunal, prepared evidence for hearings, expropriation hearings and arbitration hearings and has deputed numerous times before Community Councils and the Committee of Adjustment.

Caitlin is a Registered Professional Planner with the Ontario Professional Planners Institute and Member of the Canadian Institute of Planners. She holds a Master of Science in Regional and Urban Planning Studies from the London School of Economics and Political Science, graduating with distinction. She previously earned a Bachelor and Arts and Science degree (with honours) from McMaster University, where she combined with Human Geography.

Peter is one of the leading urban planning practitioners in the City of Toronto and the Greater Toronto Area and beyond, having graduated from the University of Waterloo in 1979 with a Bachelor of Environmental Studies (Urban and Regional Planning). 

Over the ensuing four decades (and counting), Peter has developed a particular expertise in leading the planning approvals for some of the most complicated and highest profile developments in the Province and, in particular, in the Downtown Toronto area. As well, he has undertaken planning policy studies for the Province and municipalities throughout Ontario and has spoken at numerous conferences and events regarding the need for properly balanced and integrated policy initiatives.

He has been recognized as an experienced professional witness before the Ontario Land Tribunal and the Courts on numerous occasions and has developed a strong reputation for analytical thinking, professionalism and integrity. Peter is a full member of the Canadian Institute of Planners and is a Registered Professional Planner.

Jocelyn Deeks is a Partner at Bousfields and leads the Community Engagement practice. Jocelyn is a Registered Professional Planner and brings several years of experience working at the intersection of planning, development, and community engagement in the public and private sectors. She has developed and executed stakeholder engagement strategies for some of the GTA’s most complex and challenging development projects. Jocelyn also has experience developing strategic plans for Ontario municipalities.

Jocelyn has a Master in Planning (M.Pl) degree from Queen’s University.  She is a member of the Ontario Professional Planning Institute and the Canadian Institute of Planners. She is a regular presenter at conferences including those hosted by the International Association of Public Participation and the Ontario Professional Planners Institute, speaks on panels, and enjoys sharing ideas with peers on podcasts.

Simone is a Senior Associate at Bousfields and a key member of Bousfields’ Community Engagement Practice. Simone develops, manages, and implements community and stakeholder engagement strategies for private and public sector clients with projects across the Greater Toronto and Hamilton Area.

Simone is experienced in spearheading and facilitating engagement and communication approaches at a range of scales and using a variety of methods. She is an expert in virtual engagement, including how to use project websites, social media, and other creative means to reach broader and more diverse audiences. Drawing from her experience, Simone aims to generate dynamic approaches to engagement that spark meaningful and constructive dialogue, as well as inspire those who may not traditionally participate to do so.

Simone holds a Master in Urban Planning (MUP) degree from Harvard Graduate School of Design. She has presented at a number of conferences, including the International Association of Public Participation (IAP2) North American Conference, Public x Design Conference, and the Ontario Professional Planners Institute (OPPI) Annual Conference. She also holds a Certificate from IAP2 in Foundations in Public Participation.
